Background

  • Analogue radios for communication within the Police Force
  • Need to report and inform on any act that the Mobile Police Units perform via radio (e.g. stopping a vehicle in the event of an offence, inspection of documents in databases, reporting changes in position, etc.
  • Monitoring traffic situations possible only through information transfer via radio or commercial radio stations.
  • Reporting on the position of a unit or detecting the position of other units in the area, in case it is necessary only possible via radio.
  • The evaluation processes concerning citizen complaints on police patrols, as well as proving inappropriate behaviour of citizens toward police officers, or attempts to bribe have all been extremely difficult given a lack of evidence.

Solution

  • A mobile unit with built in ICT solutions according to the requirements of the Ministry of the Interior of the Slovak Republic (MISR), testing of mobile units.
  • Installation of the hardware and implementation of the software for the central system part of vehicle monitoring; thus, making existing information systems accessible to vehicles and the pilot of the central video archive.
  • Creation of technical, operational, training, and user documentation and training of users, and technical end service staff.
  • Technical support for the solution.

Initial state

A mobile unit on duty must report information on a regular basis about its actual position and actions performed to its superior. All information is reported one way – via radio. Information collected through radio is recorded to a system manually in a dispatch centre, which then forwards information to other mobile units and facilitates their activities. Information of this nature changes very quickly and so it sometimes happens that when a mobile unit is informed about a certain situation, the reported state no longer fits the reality in the field.

Therefore, there was a need for a solution,that enables:

  • recording events in front of a vehicle;
  • automated identification of license plates of the surrounding vehicles and following that an inspection in databases of stolen vehicles and stolen automobile license plates; inspection of technical and emission control validity,

  • The system should also monitor movement of mobile police units, make their navigation to the crime scene easier and optimize use of active mobile units during their service in the field.

Result

  • After the pilot launch, mobile police units in the field experienced significant acceleration of work during police checks.
  • Substantiation of traffic offences on the spot became easier by using videos from pilot vehicles.
  • The number of found stolen vehicles increased, thanks to automated inspection of vehicle registration numbers during the service of a mobile police unit.
  • Monitoring police checks minimized any illegal conduct of citizens and police officers.
  • Monitoring mobile units in the same area on a map made their use more effective.

AWARD

The project “Electronic Services of National Registry of Vehicles” was acknowledged at the ITAPA congress by being awarded the ITAPA Distinction Award in the category of New Services. The project was praised for its positive impact on traffic security on national level.

Used technologies

The most up-to-date technologies were used in the proposed system for vehicles, which are currently available at MOSY website. However they were adjusted according to customer‘s needs and built as an automotive solution (a solution particularly adjusted for use in vehicles). The most important technologies are:

  • Communication router CISCO 819HGW – the first commercial use of this new type of a router worldwide;

  • Passive computer using SSD, Intel i5, TPM technologies; Intelligent management of connection communicating with the vehicle control unit;
  • Special consoles and handles manufactured for all types of requested vehicles, according to all security norms;
  • IP camera AXIS with WDR function (reduction of backlight) with several H.264 streams and HDTV 720p resolution with wide temperature range; AVL unit with the possibility to connect to CAN bus of the vehicle, ports for monitoring the lights and siren of each vehicle and with the possibility to connect to the navigation system, which communicates through the AVL unit
